Dr. Talbot believes in the highest standards of integrity, trust and ethical business practices. Since he has active working arrangements with US Army TATRC, the USC Institute for Creative Technologies and possibly others, some activities are understandably restricted. RESTRICTED ACTIVITIES
Represent your organization to the Government
Dr. Talbot does not lobby nor will he do work to sell your products, concepts, ideas and proposals. He can make your products, concepts and proposal better. Obviously, proposals and products that are a product of vision that reflect sensible methodology and serve a purpose to the potential customer are likely to be more competitive.
Review proposals from your organization for the Government
After hiring or paying Dr. Talbot as a consultant, he cannot serve as a reviewer for proposals from your organization for two years after paid consultations have ended. If this scenario arises, Dr. Talbot will inform the organization that requested the review so that alternate reviewer can be found.
Serve as Contracting Officer Representative for your organization’s projects
Dr. Talbot has served as a Government Contracting Officer Representative (COR) in the past and may do so in the future. He will decline to COR any projects from your organization but can serve as an official military subject matter expert (SME). At TATRC, Dr. Talbot is far more likely to serve as SME on any project rather than COR.
Divulge non-public Government information
Dr. Talbot created the vision for where military medical simulation R&D will be going for the next 5-6 years and beyond. He will not divulge knowledge about Government funding opportunities before they are made public either through program announcement release or through public speeches, presentations or publication. Many of these plans have already been made public and can be discussed in detail.
Dr. Talbot endeavors to safeguard the intellectual property and marketing plans of companies and organizations with whom he works. You can be confident in sharing your ideas so Dr. Talbot can shape them and provide confidential feedback.
